The federal government has released the National Protection Framework, a planning document that covers the capabilities necessary to secure the homeland against acts of terrorism and manmade or natural disasters. The Protection Framework sets out roles and responsibilities of different communities involved in national preparedness, and tries to illustrate how citizens work together before, during, and after an emergency.
The National Protection Framework is one of the five National Planning Frameworks. There is one Framework for each of five mission areas: Prevention, Protection, Mitigation, Response, and Recovery.
The National Disaster Recovery Framework was the first of the five to be released, in September 2011. The Prevention, Mitigation and National Response Frameworks were all released in May 2013. The National Protection Framework is now being released after the other Frameworks to ensure that it aligns with the national protection policies in the other reports.
Among other things, each Framework defines each mission area’s core capabilities and critical tasks; defines coordinating structures that enable communities to work together; identifies relevant information to help with operational planning; and provides information that all levels of government can use to revise their operational plans.
