Homeland Security and Public Safety : Drone Regulations Won't Land Until 2017

The Federal Aviation Administration says drone regulations are years away, but some big names want them now.

Drones are here, and more are coming, but drone regulations are yet to arrive. In February, Government Technology reportedthat drone test sites across the nation were working to establish guidelines for the Federal Aviation Administration (FAA) by September 2015. But now, it looks like the deadline won’t be met -- and may even be pushed back to 2017.
More specifically, “The consensus of opinion is the integration of unmanned systems will likely slip from the mandated deadline until 2017 or even later," Gerald Dillingham, director of civil aviation for the U.S. Government Accountability Office (GAO), told the Washington Post.
Some think drone regulations are needed as soon as possible to prevent dangerous situations or knee-jerk legislation. And in a recent address to a congressional house panel, Margaret Gilligan, associate administrator of the FAA, agreed that the process is taking too long.
Without regulations, commercial applications like package delivery and agricultural work continue to live in the concept world, and some, like Amazon, have threatened to move drone research overseas if they don’t get approval to operate domestically.
“Amazon is increasingly concerned that, unless substantial progress is quickly made in opening up the skies in the United States, the nation is at risk of losing its position as the center of innovation for the UAS [unmanned aircraft systems] technological revolution, along with the key jobs and economic benefits that come as a result," Amazon policy executive Paul Misener wrote to the FAA.
A proposal on drone regulations is now under executive review, the FAA reported, but once approved, that proposal must be published for public comment before final review, a process expected to take months.

Disaster Preparedness & Recovery : Mobile Safety Platform Gets University Campus Emergency Response Plans Moving

At Northwest Missouri State University, emergency response plans that once sat idle on the school’s website now travel with students, faculty and staff in their pockets and purses on mobile devices.

For more than a year, the university has been using a mobile safety platform to put its emergency plans and procedures in the hands of those who might need them, making its campus population more informed and resilient. 

To make its plans mobile, the university is using CrisisManager, a platform that since October has been provided by SchoolDude after a partnership with the tool's creator, RockDove Solutions. The tool is a publishing platform designed to take a school's static plans around significant events and put them on smartphones and other mobile devices for easy access.  

Mike Ceperley, the university’s emergency management coordinator, knew students weren't likely to comb the school’s webpage during an incident. That's why soon after his appointment to the newly created emergency management coordinator position, he set out to find a way make sure everyone had access to the university's emergency plans.

"When you're talking about 6,500 students, how do you deliver that information?” Ceperley said. “You can't sit them down and go over the procedures." 

Using CrisisManager, schools can publish their plans, safety procedures and contact information by type of incident and tailor them to the user’s needs. Northwest Missouri State University, for instance, created 19 incident categories — more than it had on its website — tabbed under three plans for its different audiences, including those at its outreach centers, members of its crisis management teams, and students, staff and faculty. Each plan involves different information and instructions for the stakeholders. 

Under the tabs, incidents include fire, hostile intruder, bomb threats and winter weather. According to student feedback, the weather-related tabs are most frequently used, which include tips like how to travel safely and prepare for advancing cold weather, Ceperley said. The hostile intruder tab encourages and outlines a run, hide, fight response. 

It took some time to rewrite and condense the university's policies that now read like "CliffsNotes" of the original procedures. Ceperley published them on the mobile platform, then called in the school's leadership team to assess.

With that, the university was one of the original adopters of the technology and unveiled the app during its spring 2013 freshmen orientation and registration, where staff members passed out printed instructions on how to download it. Parents at these events were especially enthusiastic about getting the emergency information on students' phones. 

Since then, the university has highlighted the mobile-enabled plans whenever it could, by stapling the download instructions to parking permits, advertising them on the university's home page and having Ceperley speak at campus events. The university also held staffwide training events.

One of the keys to the technology is its availability with no Wi-Fi connection because the plans live on mobile devices, and when they are updated, they are downloaded again. "Having it on the device is incredible," Ceperley said. "You don't have to be worried about being connected to have it."  

Through the password-protected tool, schools can publish their safety plans and procedures, instantly update them, send push notifications and offer incident reporting, including locating those in crisis by GPS and getting information via photos. There is also an emergency alarm and flashlight accessible through the app.

The cost for using the platform is based on student enrollment for public and private K-12 schools and total faculty and staff members at higher education institutions. As an example of pricing, a school district with 2,500 students would pay $2,250 annually for the platform. 

When it signed up last year, Northwest Missouri State University got the base model, which included three different plans and 12 incident tabs, though it was able to stretch that to 19, paying $2,900. 

The tool can be used in conjunction with other school-alerting systems, which serve different purposes. Email, for instance, can be used for longer-form and more detailed communication with parents following an emergency event. 

Overall, Ceperley has found student users to be interested in the app, though he said they are sometimes reluctant to create an account as it takes a step to create a password. Last year, there were about 1,200 downloads, and this year there have been about 600. 

Ceperley said the platform fits in with today’s connected environment and the way people access information. Especially for students, "If it's not on their phone, they're not going to read it.”

Emergency Alert System's Complex Vulnerability Issues

In comments to the FCC, broadcasters say addressing the fake EAS alert hurt and fixing the problem is complex.

The potential for mischief with the Emergency Alert System (EAS) is substantial, says the National Association of Broadcasters (NAB). The NAB was responding to a request by the FCC to comment on recent improper activations of the EAS. The NAB said "technical challenges involved in resolving this program are complex."
The incident at issue occurred in late October when the syndicated Bobby Bones radio show activated the EAS during a skit complaining about an emergency alert interrupting a football game broadcast the night before. The fake emergency alert was then broadcast by a number of stations down the daisy chain line from the Bobby Bones studios.
Among other things, the FCC asked about the consequences of improper alerts. The Broadcast Warning Working Group (BWWG), a coalition of state EAS committee members, broadcasters and other subject-matter experts, said such alerts diminish the commitment of EAS participants. BWWG said broadcasters consider the EAS part of their obligation to their audiences, but consider the EAS "as a detriment to their on-air operations or an excessive expenditure of their own resources."
BWWG says broadcasters aren't the only ones who suffer from phony EAS alerts. Public safety and local government do too, says BWWG. It cited a burden on 911 and "overall erosion of confidence in the use and support of EAS." BWWG says, "This cannot be alloyed lest EAS lose support of the very people at the local level who should be using it at every opportunity as a core emergency response resource."
BWWG wants the FCC to look beyond the fake alert issue "if the EAS is to survive as a viable public warning resource."
More testing would help, points out Monroe Electronics. The EAS equipment provider said in its response to the FCC that the new EAS code at issue has been relatively untested in a live operational environment. "While these various issues are unfortunate, and have led to some public concern, we would be mindful that many of these issues are the result of what is effectively a 'shaking out' of a rather diverse and complex EAS system." To us, the vitality of the EAS is not in question. However, it is a complex system that has undergone quite a few changes in the last few years. The EAS needs serious attention.
Bobby Bones' syndicator acknowledged that the EAS tone should not have aired and that they "regret the error.” But whether he meant to or not, he helped provide momentum to the effort to find solutions for a gnawing vulnerability for a critical emergency alert system for the nation.

Disaster Preparedness & Recovery : 3 Emerging Technologies That Will Impact Emergency Management

Albert Einstein once said: “The true sign of intelligence is not knowledge but imagination.” Who can argue with that, especially when it comes to technology? Imagining how technology can fill a void is necessary when it comes to conceiving a new device or system. Perhaps nowhere is there an example of the importance of emerging technology as there is in emergency management. Thousands of people can be impacted by a man-made or natural disaster within seconds, and the availability of tools that can help not only before but also during the response to the devastation can save lives and time.

 sought out emerging technologies that will positively impact the field and possibly change how people think tech fits into preparedness, response and recovery.

1. SimulationDeck

Within the last couple of years, social media has become go-to communication tools that the public uses to obtain information. But one of the issues for emergency managers is how an agency can test how it would use social media in an emergency. Tweeting and issuing updates on Facebook — even when preceded and followed by the words “test” or “drill” — would likely confuse people and possibly start rumors, which can be impossible to stop once the incorrect information starts to spread. But emergency management consulting firm Nusura Inc. is seeking to provide a way for agencies to test their social media and public outreach practices through the use of its training tool SimulationDeck.

The secure Web portal replicates online communication tools, including popular social networking sites like Facebook and Twitter, as well as agency websites and blogs. Nusura President Jim Chesnutt is using his experiences from being a public information officer — including with FEMA as a deputy public affairs officer for Region VIII — to help people train on disseminating timely, accurate and coordinated public information during emergencies.

After participating in numerous exercises, Chesnutt observed a pattern: “In the after-action reports for almost every major exercise I worked on, they said that the public information function was not being tested in a realistic way. And it’s true.” The pressure created by mock media and those tasked with testing the public information element didn’t compare to the reality of handling even a small emergency, he added.

Nusura — which is composed of former public information officers from all levels of government — created SimulationDeck to mimic what happens online and in the media during an emergency. The Web portal has nine websites: SimulationBook includes Facebook’s core features; Bleater simulates Twitter; blogging platform Frogger; YouTube lookalike EweTube; agency news; incident information; Exercise Times Daily, a Web-based newspaper that features live reader comments; SimDeck News, a Web-based TV station; and KEXN Radio.

SimulationDeck doesn’t require special software, so it can work on any platform or Internet-connected device. Chesnutt said one person working in the simulation cell during an exercise could act as 10 people. For example, he or she could file a newspaper article, then post on the agency’s website and then act at the governor’s press secretary and announce a surprise press conference. “Things happen instantly, and any simulation player can generate an enormous number of injects, as fast as they can type and hit enter,” he said.

Although the tool hasn’t been on the market for very long, it was used duringVibrant Response 13, a U.S. Army North national-level field training exercise that had about 9,000 service members and civilians from the military, as well as federal and state agencies. Don Manuszewski, chief of public affairs for U.S. Army North, said it’s important to practice all forms of communication and that includes social media as it becomes increasingly popular. “Social media is becoming kind of a way that a large section of the population gets and sends out information, so if we’re not training to understand how it affects us and where it’s going, then we’re doing a disservice to those we’re trying to help,” he said. “We need to make sure we understand the entire information environment from the traditional media to the media that people are using now like social media.”

U.S. Army North incorporated social media into previous exercises to varying levels of success. For example, U.S. Army North used milBook, a professional networking site similar to Facebook that was developed by the U.S. Defense Department, during training but it didn’t quite work because the organization was trying to adapt it to meet its needs, instead of vice versa.

Using SimulationDeck during Vibrant Response 13 felt more real than previous attempts at incorporating social media during an exercise, Manuszewski said. “It met our needs much better than anything that we have used in the past.” After the exercise, they worked with Nusura on some features that could improve it. For example, Manuszewski said people on the microblogging site couldn’t track a trending topic. The workaround was to create a page and name it with the topic that staff wanted to track in place of being able to utilize a search feature.

Nusura’s Chesnutt said updates have been made based on user feedback and SimulationDeck also evolves to reflect real-world changes. “It is organic and ever changing just like the Internet,” he said
2. Intellistreets

What if lampposts could detect rising floodwaters and even display the evacuation route to help citizens and visitors safely leave an area? That is what Ron Harwood is trying to do with Intellistreets, an emerging technology that outfits streetlight poles with wireless technology to provide emergency alerting, homeland security and public safety functions as well as energy conservation.

“The system was invented as a response to the chaos created at street level during 9/11,” said Harwood, president of Intellistreets. The company can retrofit existing streetlights if a community isn’t ready to purchase brand-new, high-tech poles, and while the features vary depending on an area’s needs, they can include: emergency alerts, digital signage, hazardous environment alerts, two-way audio, vehicle impact detection and a pedestrian counter.

At its heart, the technology consists of a dual radio mesh wireless system that has embedded microprocessors, which Harwood said allow for information gathering, such as analysis of what a streetlight is hearing, seeing, smelling, etc., a method known as edge processing. “The advantage is that first responders get real information interpreted into English or graphics that comes right from the site instead of analytics that happen through backhaul technology and processors,” he said.

Accessed via a Web-based system, operators and first responders can receive an alert when an environmental factor triggers the system. Because the technology is built into each streetlight, the government representative can take action from a remote location to make pedestrians aware of a situation. Harwood gave the example of outfitting streetlight poles with water sensors. In an area that has flooding or water main issues, a streetlight with the built-in intelligence would activate a warning light when water reaches a certain depth like being detected above the curb. Other streetlights in the area that have the technology would begin to flash, warning traffic to slow down. 

Intellistreets’ audio features also increase public safety in a two-way fashion. Emergency blue light buttons allow people to signal for help, and speakers provide a way for government officials to make announcements or issue emergency alerts. Digital signs can display standard information, such as civic announcements, and then be updated with crucial information like an evacuation route when necessary. The system features built-in signage and announcements for standard situations that allow a public safety representative to click a button on the Web-based system to start audio alerts or change what’s being featured on the digital signs. Harwood’s goal is to have an iPad in each patrol vehicle so officers can easily update the messaging when needed.

The technology is not widespread yet, but is being used at Sony Pictures in Culver City, Calif., where the digital signs provide departure routes during the movie lot’s weekly evacuation exercise.

Additionally, a demonstration of Intellistreets was installed in Farmington Hills, Mich., last year. Although the local government isn’t using the system’s high-tech tools, its officials think the features would be beneficial. “I think the potential for them is huge,” said City Manager Steve Brock. “We haven’t used much of the technology that I think is available with regard to messaging, signage and things like that. But when we went through the demonstration of them, when they sort of christened them, if you will, I was very impressed with their capabilities and what it could mean in all sorts of environments.”
3. iDAWG

During a worst-case emergency scenario, communication between responders is both necessary and difficult. Much research and effort has gone into interoperable communications, including at Syracuse University’s School of Information Studieswhere a device is being developed that will maintain communication between different devices without relying on cell towers or Internet networks.

The iDAWG — Intelligent Deployable Augmented Wireless Gateway — works with a new class of software, called edgeware, that connects devices and information and helps with machine-to-machine communication. Professor Lee McKnight said the process is similar to ad-hoc networking in which a local network is built spontaneously as devices connect to one another. McKnight explained that when a user connects to a wireless network during everyday life, he or she doesn’t connect computer to computer because of increased security risks. Following a disaster, however, it could be one way of communicating and connecting with others. According to a university paper, iDAWG is an “infrastructureless wireless network based on a cognitive radio-based field deployable unit with information sharing/communication capabilities.”

The paper stated that: “The iDAWG is designed to securely capture and share multiple wireless transmission media including police, fire, EMS, municipal, private, cellular and CB bands by acting as a signal repeater to provide or extend service on scene.”

Joe Treglia, assistant director of the university’s Wireless Grid Innovation Testbed, said technologies for interoperability in data and communications like iDAWG and edgeware are significant for communication between traditional and nontraditional responders during an emergency. 

The School of Information Studies’ students and professors are working with public safety and emergency management representatives to understand their needs. They observed a multiagency exercise in August and have demonstrated some of iDAWG’s capabilities to a local 911 call center and an immigrant relocation group.

“The involvement of university researchers with practitioners and the public is a fairly new collaborative arrangement that brings new broader insights to the issues and creates actual solutions for incorporating this new way of operating and managing crises,” Treglia said.

In addition to iDAWG’s core components, Syracuse University researchers are working with the Rochester Institute of Technology’s low-flying plane that captured imagery of the destruction from real-world events like the magnitude 7.0 earthquake that struck Haiti in January 2010. Developed by the Information Products Lab for Emergency Response, the plane could continue to deliver the images to incident commanders through iDAWG even in the event that cell towers and the Internet are down. “The iDAWG is designed to be capable of receiving and then relaying these kinds of emergency field images,” McKnight said.

The iDAWG is also going to be able to work with FEMA’s Integrated Public Alerts and Warning System. The research is receiving funding from the National Science Foundation Partnerships for Innovation Program and includes Virginia Tech, Syracuse University and the Rochester Institute of Technology.

Disaster Preparedness & Recovery : Washington County Plans U.S.’ First Vertical Evacuation Tsunami Building

Chuck Wallace is the deputy director of emergency management for Grays Harbor County, Wash., a Pacific Ocean-facing county. He is a 31-year veteran of the fire service, retiring from the Philadelphia Fire Department in 2007. In addition to his duties in emergency management, he also serves as the fire chief at Grays Harbor County Fire Protection District #11 and as an elected fire commissioner for Grays Harbor County Fire Protection District #11. In addition to his county duties, he serves on a number of regional emergency management committees. Currently attending Evergreen State College, Wallace expects to graduate in June 2015 with a master’s degree in public administration. 

Wallace participated in an interview with Emergency Management to share the challenges and success he has had in promoting tsunami mitigation measures in his county. Wallace also addresses the county’s vertical evacuation, tsunami-engineered, safe haven building, which he says is the first in North America.

What are the significant hazards in your community?

The most significant hazards in Grays Harbor County begin with the fact we are within 20 to 30 minutes of a devastating tsunami, which could be triggered by an event along the Cascadia Subduction Zone earthquake fault line. The majority of the critical infrastructure along the coastal region of the county — such as schools, government buildings, business and industry, police and fire stations — is situated within the tsunami inundation zone. Grays Harbor County also lies within the earthquake region of the Pacific Northwest and is susceptible to inland earthquakes, severe winter storms with hurricane force winds and major flooding events. 

How do you feel about the general disaster readiness of governments, public safety agencies, businesses and individuals that live and work in your county?

If one looks at Japan, considered the best prepared country in the world for disaster and the impacts of the 2011 Tohoku earthquake and tsunami, and New York City, considered the most prepared area of the U.S. in terms of homeland security funding, training and preparation, and the impact of Superstorm Sandy in 2012, I don’t believe any of us are prepared to handle our worst-case scenarios. However, continued attempts to lessen the impacts upon our communities remain the only option we have.

I see a movement toward improved disaster readiness from every aspect, still the continued depressed economic environment we all face remains a barrier for most to achieve greater resiliency. There is a universal desire for more education on specific effects any hazard could inflict upon any business, jurisdiction or agency in particular and whether they could survive the economic impact presented by an event. 

All are working to improve general disaster readiness. The movements are slow moving yet positive, creating small differences that will lessen the impact upon government, business, industry and communities. 

Pre-disaster mitigation is not always an easy sell to the people and organizations that have to fund it. How have you approached educating organizations about disaster mitigation and its benefits?

Continued education to all is the most significant approach I have seen. Many have never been told about the site specific impacts a disaster could have upon their family, their homes, business or the school their child attends. Without knowledge, how do we expect our citizens to make sound decisions for their family prior to and during disaster and emergency situations?
 
Presenting the economic impacts of a particular disaster event to government, industry and business greatly contributes to the significance on the discussion of pre-disaster mitigation. The process is slow and there are few current opportunities to move forward with necessary proposals. Opportunity presents itself from time to time such as following the Japanese earthquake and tsunami, Superstorm Sandy or recently the Carlton Complex wildfires and the Oso landslide. Any progress made is positive for all. The ultimate goal is to eventually have all communities, governments and individuals prepared to withstand the major effects of any hazard, limiting the socio-economic impacts upon the whole community. 

Since the threat of a tsunami is real, what have you done over the years to educate people about the risks of a tsunami impacting your ocean-facing coast?

Education is a continuous process. I try extremely hard to present issues that have become evident through tsunami modeling and geography to the public in a way that makes it personal to them. When you can speak about their site specific issues and impacts any disaster event could have on any citizen, it strikes home. The more information I present to the citizens in that manner, the greater their desire for more information. 

What role do you think the 2004 Boxing Day tsunami in Thailand or the 2011 Japan tsunami have had on motivating people to take action? Without those two events, do you think you could have been successful with selling tsunami mitigation?

Any time a catastrophic event impacts someplace in the world, it grabs headlines and becomes important to the public for that moment. In time, the media leaves the affected area and the momentum emergency managers had toward spreading essential preparedness information wanes. Our window of opportunity to educate the citizens interested in the issues slowly closes. Even the Japanese earthquake and tsunami with unbelievable media coverage including “in the moment” video feeds faded from the headlines after 18 months. The events provide great opportunity to educate the public and update plans but momentum does ebb. 

Selling tsunami mitigation? I hope my citizens don’t view my attempts to educate them as “selling” an issue, but when you think about it, I guess all emergency managers have a bit of carnival barker in their system. We have to present issues to our public in such a way that it becomes personal to each person. Successful is a subjective term but the way I view it, is if you can get one more person to change and prepare for emergencies and disaster every time you speak or write an article or post online, that’s progress.

You have had one significant success story for pre-disaster mitigation. How did you approach the idea of protecting K-12 school students in one community from a tsunami?

Constructing the first vertical evacuation, tsunami-engineered, safe haven building in North America, the elementary school in the Ocosta School District, came to fruition because of the sheer will of Ocosta School District Superintendent Paula Akerlund, the school board, the school district building committee and the voting citizens of the Ocosta School District. 

Using the principles designed in Project Safe Haven and an opportunity presented because the school district was meeting to work on a proposal to pose to the public to vote on whether they’d support to pay a bond to fund a new elementary school, I approached Superintendent Akerlund with the idea.

She was extremely interested in the proposal to construct a safe haven building and asked if I could bring others to describe the process, costs and possible issues surrounding the project to the building committee. Once presented, the school district never hesitated in moving forward with the project. Safety of their students, staff and employees was paramount.

What were the challenges you had in getting people to listen to you? And where did support for mitigation come from? 

The greatest challenge was attempting to educate entire communities in two counties and a Tribal Nation, on site specific tsunami issues the Ocosta School District has. Teaching all, there is no other place to flee to except vertically and that the two-story high school building may not be high enough, even if the students, faculty and employees were evacuated to the second floor during a tsunami event. 

The South Beach Bulletin, the local weekly newspaper, ran numerous articles on the issues and plans for the school prior to the vote on the school bond. Community education programs were given by members of the school and local fire districts on the hazards surrounding the school, the children and the community. One of the greatest influences was a picture of an automobile on the second floor of a building. It told a story a thousand words couldn’t have explained. 

What did you achieve and why do you think you were successful?

This project is the first of its kind, not just in the U.S., but in North America. To think a small school district with just 725 students, faculty and employees representing a community encompassing the South Beach area of Grays Harbor County and Pacific County could have such a historical impact upon all coastal communities worldwide still hasn’t sunk in. This is the model all will use to protect citizens and critical infrastructure such as schools, government buildings, business, industry and police and fire stations currently situated in tsunami inundation areas. 

Success of the Ocosta Elementary School project could never have occurred without three essential factors:
  • First, a great deal of federal, state and local government, public and private cooperation and funding used to provide the tsunami inundation modeling for the entire Washington state coastline, which was a huge foundation for the ability to determine the engineering needs of the project.
  • Second, Project Safe Haven provided the basis to present the concept of building a tsunami-engineered, vertical evacuation, safe haven school building to the Ocosta school superintendent and the building committee.
  • Third, open minded, willing and concerned voting citizens of the Ocosta School District who decided their children were far more important than the few dollars it will take in taxes to build a tsunami-safe school in their community.
The project is successful because countries from all over the world are asking about the progress of the school. Coastal communities in Washington state, Oregon, California and Alaska are watching and waiting for the day the project is complete in order to replicate the process to protect their citizens and provide the ability to continue government operations and critical services should a terrible disaster event occur. 

What advice do you have for other emergency managers regarding how to approach promoting disaster mitigation in their communities?

I think all emergency managers have a responsibility to be the advocate for all types of mitigation needed in our communities. We know our community, we know the issues and we know our limitations. We must accept our role as advocates for change and become vocal promoters by educating and building consensus within the public, business and industry and within local government. 

Looking back is there anything that you would do differently? You are getting calls from all over the world. What advice do you give people about establishing a tsunami vertical evacuation location?

We can all Monday morning quarterback our careers and specific projects. At the time I was deciding whether to speak to the superintendent of the Ocosta School District, Paula Akerlund, on the possibility of building a tsunami-engineered safe haven school building, I had no idea of the true impact the project would effect. In terms of doing things differently, each project offers its own issues and I’d have to wait to determine if I’d change anything the next time. 

I tell people who call about establishing a tsunami vertical evacuation location that it is a whole community effort involving federal, state and local agencies, an open and innovative school district and superintendent and a community willing to accept responsibility for the safety of citizens. I also advise them to study the specifics surrounding Washington State Tsunami Inundation Modeling and Project Safe Haven. From there I tell them to wait, watch and observe the progress of constructing the first vertical evacuation, tsunami-engineered, safe haven building in North America at the Ocosta School District in Grays Harbor County, Wash.Ocosta+Elementary+rendering[A rendering of Ocosta Elementary School by TCF Architecture.]

Disaster Preparedness & Recovery : New Info Center Will Help with Disaster Response in Decatur, Ala.

A former garage turned high-tech information center will help agencies quickly notify and direct the public about emergencies at Browns Ferry Nuclear Plant, natural disasters or hostile acts.

(TNS) — A former garage turned high-tech information center has opened in Decatur, Ala., to help agencies quickly notify and direct the public about emergencies at Browns Ferry Nuclear Plant, natural disasters or hostile acts.

Officials with the Tennessee Valley Authority and Browns Ferry as well as Eddie Gilbert with Limestone County Emergency Management Agency and Chris Reed of Madison County EMA gathered this week for the opening of the new joint information center or JIC.

TVA spent about $560,000 to turn a 60-year-old brick truck maintenance building at 2055 Market St. NE into a state-of-the-art information center.

During a disaster, officials need to have a designated location from which to convey information to the media so they can convey it to the public. Media need a designated location to obtain that information in case telephones and the Internet are inoperable.

What was once a garage now features a media briefing room with white boards; a media work room with telephones, televisions and Wi-Fi hot spots and Internet access; a computerized work room for TVA and other emergency officials; and a room dedicated to monitoring various social media in order to spot incorrect information and correct it.

The facility will be test-driven on Dec. 12 to see how everything works, said John Parshall, with TVA’s emergency preparedness program planning and implementation. Such tests will be conducted twice annually on alternate years, he said.

EMA officials in the five counties within the 10-mile radius of Browns Ferry will receive a key to the building so they can use the facility for disaster response and emergency planning meetings, he said.

Why Decatur?

Decatur was chosen for the JIC site — even though Browns Ferry is located in Limestone County — simply because TVA already owned the maintenance garage and because it is a central location for those counties within the 10-mile radius of the nuclear plant.

Better JIC

TVA had a JIC in the past but it wasn’t practical. The old JIC was located in the auditorium and three classrooms at Calhoun Community College, which meant bringing in computers, telephones and televisions each time a disaster drill was held, said Kristine Shattuck-Cooper with TVA public relations.

“There was no dedicated spot for us, so we had to set up our equipment,” she said.

Hostile actions

TVA has long been required to be prepared for and to notify the public of radiological emergencies. In addition, the Nuclear Regulatory Agency and the Federal Emergency Management Agency now require Browns Ferry to be prepared for and to alert the public in case of hostile action in the area.

TVA will hold its next hostile action drill on Nov. 4, 2015. During a hostile action drill, residents might be told to stay inside and listen to the radio rather than evacuate the area because a different kind of danger may be lurking outside.

Recent Study-Does Law Enforcement Kill African American Men At A Higher Rate?

With the recent rise of "justifiable killings" in the U.S, attention to racism and over excessive force by law enforcement against unarmed African American men have caused the masses to protest and demand justice for the victims. According to the Malcolm X Grassroots Movement police officers, security guards or self-appointed vigilantes killed at least 313 black people in 2012. When race is involved police still kill black youth at least 7 to 10.5 times as often as white youths. Urban areas have been deemed as being 50% more profoundly black than the rest of the U.S, on the other hand they are the ones re-counting justifiable police killings.
In the case of Michael Brown, Trayvon Martin, Sean Bell, Eric Garner and 12 year old Tamir Rice who was shot by police pulling out an air gun that resembled a firearm, has brought the nation together in great protest and concern over police brutality and racial injustice. According to the statistics in a recent Gallup survey, “one fourth of black men in the 18 to 34 age range said they been treated unfairly by police in the past month.” ProPublica emphasized that federal statistics on 1,217 fatal shootings between 2010 and 2012, found that black men are 21 times more likely than their white counterparts to be shot dead by police. Overall, law enforcement misconduct is definitely a problem that needs immediate attention. Citizens deserve the right to be served and protected by our nation’s law enforcement.
